Saamy follows Aarusaamy, a newly appointed deputy commissioner of police in Tirunelveli who initially poses as a corrupt, rough-edged officer while quietly working to curb crime and protect ordinary citizens. As he clashes with a powerful, corrupt local politician and falls for a young woman named Bhuvana, the story also traces his backstory of overcoming hurdles to become an honest cop before adopting his unconventional methods of enforcing order. The 2003 Tamil action drama helped establish a wave of police-themed films in Tamil cinema.
