Set in Mumbai's Dharavi slum, this Tamil action drama centers on Karikalan, known as Kaala, a community leader who protects the largely Tamil migrant residents from being displaced. His opposition puts him in direct conflict with Haridev, a powerful and unscrupulous government minister determined to seize the land for a redevelopment scheme. As the minister's tactics grow more violent, Kaala rallies his people to resist through protest and public campaigning, while personal losses push him toward a more direct confrontation.
