Devan follows a man seeking vengeance after his sister's brutal murder, beginning with the killing of a photographer who had secretly filmed the crime. As a CBI officer investigating grain hoarding crosses paths with him, flashbacks reveal how his sister was harassed, humiliated and killed by a former friend, setting up his quest for retribution. The film blends this personal revenge story with a probe into black-market grain trading.
