Chhote Sarkar is a 1996 Hindi-language romantic thriller starring Govinda and Shilpa Shetty, directed by Vimal Kumar. It follows Amar Saxena, a company executive who is mistaken for someone else by a beggar and subsequently falls for a hospitalized woman named Seema, unaware that she and her companion are undercover police officers seeking to arrest him for his uncle's murder. Amar must outwit the legal system and uncover who framed him and why, in a story inspired by an earlier suspense film featuring Sanjeev Kumar.
