An honest police inspector runs afoul of a powerful crime boss while investigating the murder of a politician, and after his father is killed and he is disgraced and exiled to a small town, he forms bonds with an outlaw seeking vengeance and a wayward young man connected to his former commissioner. Their intertwined personal struggles and romances draw them together as they each work, in their own ways, to confront the same ruthless syndicate that has wronged them.
