Set in a struggling working-class neighborhood in Kerala plagued by neglected basic needs like water supply, the film follows Gopalakrishnan, an educated but ordinary newspaper delivery worker, who gets unexpectedly thrust into state politics amid factional infighting within the ruling party. Backed by a scheming senior politician for his own hidden agenda, Gopalakrishnan wins an election and is installed as Home Minister, where he begins tackling corruption and law-and-order issues in ways that upset the plans of those who elevated him. As tensions rise, efforts to stir communal discord threaten the fragile peace of his own community, complicating his personal relationships and loyalties.
