A principled police inspector takes on corruption when a local politician's brother blinds a young woman out of revenge. After the inspector is dismissed and his wife loses her ability to have children as retaliation, he opens a fish farm using bribes to survive. When the fish farm is kidnapped, he attempts to file a police report, leading to an investigation that reveals deeper layers of the incident.
