A police officer and former Olympic discus thrower goes undercover as a school sports instructor to track down an international criminal orchestrating terrorist plots in the city, hoping to identify the man through his daughter enrolled at the school. While on this mission, he clashes with and eventually falls for a short-tempered teacher who is estranged from her drug-addicted husband. His investigation leads him to devise a ruse to lure the criminal into the open.
