Set in the village of Saraswathipuram where local leader Raghavayya's word is law, the story follows Neelakantha, a tenth-grade student punished with an unusual fifteen-year sentence barring him from leaving the village or continuing his education after a minor offence. Confined to his home village, he channels his energy into the sport of kabaddi, and years later reunites with his childhood friend Seetha when she returns, setting off a chain of events involving the village panchayat and a contest for the sarpanch's post.
