A man named Mukundan living in a water-scarce neighborhood in Chennai encounters his college friend Viswanath, a con artist who manipulates the community by posing as a well-connected official. As Viswanath's schemes unfold—including false promises of import licenses and attempts to win over Sumitra, a woman Mukundan cares for—the deception ultimately unravels, leading to confrontation and resolution.
