Khuddar follows Siddhant Suri, an upright police officer from a modest, principled family, whose younger brother falls in with a gang trafficking women. When Pooja, a woman targeted by the gang, testifies against them, she is brutally attacked and blinded, yet later marries Siddhant without realizing his brother was responsible for her injury. Complicating matters, Siddhant is forced to serve as bodyguard to a corrupt politician who is feuding with his father, pushing him into a difficult position between duty and family loyalty.
