Kanthaswamy follows a CBI officer investigating economic crimes who secretly moonlights as a masked, rooster-like vigilante, fulfilling requests that ordinary people leave for him at a temple. When he exposes hidden illegal wealth belonging to a powerful, arrogant businessman, the man's daughter pretends to fall for him as part of a revenge scheme, even as a local police inspector separately tries to unmask the vigilante amid a comic side plot.
