Hebbuli follows Para Commando Captain Ram, who returns home after learning that his brother, an IAS officer, has died in what was officially ruled a suicide. Convinced it was murder, Ram investigates on his own, uncovering his brother's clash with a corrupt minister and a pharmaceutical association head over a plan to introduce generic medicine. A woman doctor he once rescued during a hostage situation helps him track down leads as he closes in on those responsible.
