Set two years after the events of 4 the People, this Malayalam thriller follows police officer Rajan Mathew as he investigates a new underground group calling itself 'By the People,' formed by college students and working-class allies to punish corrupt officials through killings. As his inquiry deepens, it draws him toward a powerful political figure with ties to media, religion, and government, forcing Rajan to confront widespread corruption within the system he serves. The film serves as a bridge between 4 the People and its follow-up, Of the People, continuing the vigilante saga with returning and new characters.
